Sir,
We, the undersigned, being all the Unofficial
Members of the Executive and Legislative Councils of
Hongkong, ( with the exception of Mr E.A.Hewett, who
desires us to state that he strongly dissents from all
our proposals,) beg leave to respectfully address you
with reference to the post of Governor of this Colony,-
a post which by reason of the disturbed situation in Chinu
is of special importance at the present time, and demands
very tactful handling as well as a knowledge of the ways
of the Chinese people in this part of China.
Having been privately informed by Sir F. Lugard,
thut, subject to His Majesty's approval, it is your pre-
-sent intention to shortly transfer him to an important
post in Nigeria, we desire to express our great concern at
the prospect of Sir F. Lugard's departure from this Colony
before he has at least served the full term of his Gover-
-nor-ship.
